Terry L. Rowan
Umatilla County Sheriff
Sheriff Terry Rowan began his law enforcement career in 1989 at the Umatilla County Sheriff’s Office, with service as a dispatcher/control room operator, corrections officer, transport officer, civil deputy, criminal patrol deputy, and criminal investigator. In 1995, he was hired at the Hermiston Police Department and worked as a Patrol Officer, Detective and developed as a leader in the agency. Sheriff Rowan served on the Major Crimes Team for Umatilla and Morrow Counties as a lead investigator and supervisor.
In May 2005, Terry was selected to serve as Undersheriff for the Umatilla County Sheriff's Office, and held that position until he was elected sheriff in 2013. While serving as Undersheriff, he gained significant experience in police administration and management, and discovered the uniqueness of running a Sheriff’s Office. He was reelected in 2016, 2020, and 2024. Since becoming Sheriff, he has continued to make improvements in all areas within the Umatilla County Sheriff's Office by developing programs, increasing services provided, and improving the overall efficiency of the Sheriff’s Office; all while being fiscally responsible to the public.
Terry is a second-generation public servant, a man whose dad instilled in him a pervading sense of responsibility and a powerful work ethic. With over 36 years of experience, it's little wonder that he is consumed with public safety, saying: “It’s not in me to take a back seat. I have a desire to serve and make the community safer.”

Terry grew up in Mustang, Oklahoma and is a graduate from Mustang High School. He has received formal education at Chemeketa Community College in Public Administration. He has lived in Oregon since 1989 and is currently living in Hermiston with his wife Tamara. They are very proud of their two adult daughters, Jessica and Megan and their families.
Terry has also been very involved in his community and has worked with youth as a Basketball, Baseball, and Soccer Coach. He has been a 4-H leader and was a Board Member on HYBA, Best of the West Basketball, AYSO soccer, Umatilla County Fair Livestock Sales committee, and Pendleton Junior Show and Livestock Committee, Future Farmers of America Alumni, Special Friends Reading Program, Board Member of Ducks Unlimited - Hermiston Chapter. In his spare time, Terry enjoys time with family, playing golf, hunting, fishing, and enjoying the outdoors.
Jim Littlefield
Umatilla County Undersheriff
Undersheriff Jim Littlefield has over 38 years of law enforcement experience. He began his career in 1988 at the Hermiston Police Department, as a Patrol Officer and Field Training Officer. For nearly eight years, he was assigned to the Blue Mountain Enforcement Narcotics Team as a Narcotics Detective and Search Warrant Entry Team Member.
In 2004, he accepted a position with the Pendleton Police Department, where he worked on patrol and as a General Law Detective, investigating and managing major crimes and felony cases including homicides, robberies, assaults, sex crimes, child abuse cases, and computer, Internet, and cellular crimes. Jim was trained and certified at the Federal Law Enforcement Training Center in Computer Forensics and Cellular Device Examinations. He was also a member of Pendleton PD S.W.A.T, and is a past President of the Pendleton Police Officer’s Association.
In 2013, Jim was appointed as the Undersheriff at the Umatilla County Sheriff’s Office, where he and Sheriff Terry Rowan have managed the daily operations of all divisions and activities of the agency. Jim earned the Executive Police Certificate from the Oregon Department of Public Safety Standards and Training in 2015. He is also a past recipient of the Medal of Valor, awarded by the Oregon Peace Officers Association. And recently, as the Accreditation Manager for the agency, Jim and his team successful earned NWAA State Accreditation for the Umatilla County Sheriff’s Office.

Jim has lived in Umatilla County for over 48 years. He attended Hermiston High School, Blue Mountain Community College, Portland State University’s School of Business, Washington State University, and has studied at the Federal Law Enforcement Training Center. Undersheriff Littlefield has participated in many community activities and public events throughout the region. He and his wife, Cindy are the proud parents of two children and three grandchildren. In his spare time, he enjoys golf, fishing, camping, and riding motorcycles.
