The Office of County Records, (formerly the County Clerk’s Office)
records all documents that effect the conveyance, encumbrance, or
division of Real Property, including but not limited to:
Affidavits, Agreements, Death Certificates, Deeds, Deeds of Trust
(Mortgages), Easements, Foreclosures, Judgments, Land Sale
Contracts, Leases, Liens, Partition Plats, Subdivision (Town) Plats and
variations of said documents ( amendments, assignments, modifications,
releases, replats & satisfactions).
The Office of County Records also issues Marriage Licenses and
Passport
Applications, offers Notary Public Services, provides forms and
information for obtaining Vital Records from the State of Oregon
and other states, provides plain or certified copies of documents it
has recorded, and also assists the Board of Property Tax Appeals.
Other recorded and filed documents include Marriages, Military
Discharges (DD214s), Mining Records, Oaths, Powers of Attorney, and
Taxing Districts Budgets. The Office of County Records also
maintains and indexes the County Commissioners’ Journal - a monthly
record of the Orders, Ordinances, Contracts, Agreements, and other
business proceedings of the Board of Commissioners.
The Office of County Records is the official custodian of the Archives,
whose duty it is to advise and assist other County departments and
offices in tracking and preserving various records created dating back
to 1862, the year of the County’s incorporation. These records
exist and are preserved in a variety of formats: binders,
books, boxes, file folders and cabinets, map drawers, microfiche,
microfilm, and scanned images on discs and computer servers.
With the help of dedicated volunteers from the Umatilla County
Historical Society and
Blue Mountain Genealogical Society we continue to organize and index
older record
collections of historical value such as cemeteries, delayed births,
naturalization, school districts, and other miscellaneous records of
interest to people researching genealogy.
Effective Monday, September 28, 2009, recording fees for many
documents
will increase by $15.00 due to Oregon Housing and Community Services
(OHCS) Bill (2436A).
The limited number of documents exempt from the Housing and Community Services Fee are as follows:
- Instruments that are otherwise exempt from recording or filing fees under any provision of law
- Any satisfaction of judgment or certificate of satisfaction of
judgment
- Internal county government instruments not otherwise charged a recording or filing fee
- Affidavits of Annual Assessment (mining claims)
- Warrants issued by the Employment Department pursuant to ORS 657.396, 657.642 and 657.646
- A certified copy of a judgment, a lien record abstract as
described
in ORS 18.170 or a satisfaction of judgment noticed by recordation of a
lien record abstract
- Instruments presented for recording by the Department of Revenue

one transaction document. Multiple transactions are $5.00 per
additional transaction and multiple pages are $5.00 per additional
page. Documents submitted with insufficient fees will be returned unrecorded.
