Planning Ordinances - An Exhaustive Listing

Ordinances dealing with Land Use Planning has been adopted over the years to implement and update land use regulations.  The process for adopting land use oriented ordinances by the Board of County Commissioners is well outlined and is a public process.  Notices, minutes and other related materials can also be found in the Planning department archives.  Not all ordinances are shown below, but scanning is still underway.

Ordinance 2000-10, adopted by the County Board of Commissioners on October 18, 2000


2003

Ordinance 2003-01, adopted by the County Board of Commissioners on January 9, 2003 for a Goal 3 Exemption  to allow a school, church and other non-farm buildings and dwellings on acreage of high value soils for the Hutterian Brethren.  The zoning remains EFU with a Limited Use (LU) Overlay.

Ordinance 2003-02, adopted by the County Board of Commissioners on March 11, 2003.  This ordinance amended Ordinance No. 83-04, codified in Chapter 1152, County Land Development Ordinance for Home Occupations in EFU Zones.

Ordinance 2003-03, adopted by the County Board of Commissioners on June 30, 2003 to amend the Comprehensive Plan and add a site to the Goal 5 Aggregate Resource Inventory.

Ordinance 2003-04, adopted by the County Board of Commissioners on March 31, 2003 to co-adopt the CITY OF PILOT ROCK Ordinance No. 498 dealing with the Permanent Open Space Zone.

Ordinance 2003-05, adopted by the County Board of Commissioners on March 31, 2003 to co-adopt the CITY OF PENDLETON Ordinance No. 3481, 3556, 3570, 3575, 3576, 3580, 3584, 3587, 3592, 3615, 3617, 3652, 3657, 3664.

Ordinance 2003-08, adopted by the County Board of Commissioners on June 30, 2003 to amend the Comprehensive Plan and add a site to the Goal 5 Aggregate Resource Inventory.

Ordinance 2003-09, adopted by the County Board of Commissioners on January 14, 2004 to amend the Umatilla County Transportation System Plan and Comprehensive Plan for Westland Road/I-84/I-82 Interchange Area.

Ordinance 2003-10, adopted by the County Board of Commissioners on August 14, 2003 to amend Ordinance No. 83-04, codified in Chapter 152, County Land Development Ordinance, for Unincorporated Community Zone Minimum Lot Size.

Ordinance 2003-14, adopted by the County Board of Commissioners on September 22, 2003 to amend Ordinance No. 83-04, codified in Chapter 152, County Land Development Ordinance, to amend the Aggregate Resource Overlay Zone..

Ordinance 2004-03, adopted by the County Board of Commissioners on January 28, 2004 amends the Comp Plan adding a site to the Goal 5 Aggregate Resource Inventory for Forth/Barnhart Rock, Inc.

Ordinance 2004-04, adopted by the County Board of Commissioners on February 23, 2004 amending the Comp Plan and  adding a site to the  Goal 5 Aggregate Resource Inventory for Gass/McDaniels.

 Ordinance 2004-18, adopted by the County Board of Commissioners on December 01, 2004 amending the County Development Code implementing process for Claims Submitted Under Oregon Revised Statute Chapter 197 as Amended by Ballot Measure 37 Passed November 2, 2004.

 Ordinance 2004-19, adopted by the County Board of Commissioners on January 25, 2005 amending the County Comp Plan to include Goal 3 Exception Justification for Non Resource Land for Perkins.
