Planning Documents and Codes

The Umatilla County Planning Department uses a number of official documents that guides development in the County.  These documents include the Development Code and the Comprehensive Plan.  Other supportive documents are also very important such as the Transportation System Plan, the Natural Hazard Mitigation Plan, etc.  These documents are listed below in Adobe PDF format. Updates are posted as the ordinance becomes effective.


County Development CodeUCDC - Umatilla County Development Code with the revision date of September 17, 2014, recently updated via Ordinance 2014-09 and 2014-10 both adopted September 17, 2014.   The changes dealt with the adoption of the Interchange Area Management Plans for I-82/Lamb Road and the I-84/Army Depot Access Road and updating the Access Management and Street Connectivity and Traffic Impact Study sections of the Development Code.

Zoning Maps are available by visiting GIS and Zoning Maps.  You will need to know the Township, Range, Section and Tax Lot of the parcel.  The maps are divided into Township and Range folders and are simple PDF files. 


1972 Umatilla County Zoning Code (Last Updated: January 29, 2013) The zoning ordinance that is applicable in the urban growth areas of various cities in Umatilla County.  The 1972 Zoning Code has been updated with the last update being adopted on January 29, 2013 via Ordinance 2013-02.

UCCP - Umatilla County Comprehensive Plan   The Comprehensive Plan was reformatted in 2008 to be more readable and to include amendments adopted since the original plan was acknowledged on October 24, 1985.  The latest revision occurred on December 3, 2014 with the addition of ODOT's Wildhorse Creek Quarry to the inventory list of Goal 5 aggregate resources.

County Road Standards drawings, The County has developed drawings of the different road standards (i.e. P-1, P-2, etc.) to illustrate road construction.

NHMP - Umatilla County Natural Hazards Mitigation Plan 2009   The Natural Hazards Plan for the County has been reviewed by FEMA and the County Board of Commissioners adopted the Plan on June 30, 2009.  The Plan outlines general policies when dealing with natural hazards (flood, earthquake, severe winter storm, etc.)  in Umatilla County.
