A written request describing a business interest or other demonstrated need for the license in Umatilla County must be submitted with the application. Issuance of a license to a non-resident applicant is at the discretion of the sheriff..
Applications are taken by appointment only. At the time the

is submitted, the applicant is photographed and the fee collected. New
applicants are fingerprinted. Two pieces of identification are
required; one must be a valid driver's license or ID card with correct
physical address.

for duplication of license due to address change, loss or transfer is
$15.00. State law requires that your current address appear on your
license. This law also requires a $15.00 fee for change of address.
Failure to change your address is
cause for revocation.
